Didn't books used to be like this in "the West" too? Even with table of contents, I remember seeing things like "Chapter 1, in which such and such happens and then stuff".

Sometimes, yeah. If it was a work of science or philosophy the title could be particularly long and elaborate in order to convey the jist. Titling or subtitling chapters was also a thing because books tended to be published in serialized formats and might need some framing of what's going on to refresh the reader or inform newcomers.
Yeah stuff like this just feels lazy and annoying.
