No the Nintendo thing is derived from a mobile arm soc.
The steam thing is derived from a desktop architecture and should be considered to have it's linage with umpc.
The umpcs were a big flop because they were basically mobile office computers. It was ill suited for office work because text input was slow, and the tiny screens made spreadsheet work super tedious, and the windows OS was way to heavy for the meek mobile hardware.
We'll see if valve's gumpc gives the umpc-format a second chance.

You can use mednafen cores so it's essentially the same in terms of emulation quality but it's infinitely easier to use. It's essentially a console interface (in fact they straight up copied the PS3 interface), but for every retro console all at once. It's very pleasant and easy to set up.

The second easiest method is Retropi on a raspberry Pi and play all the old school console games on a pi.

Yeah, it might take some time getting used to it for non-russian speakers, but it's worth it. It's one of oldest, largest, most reliable trackers there is. It's not a virus infested trash heap like pirate bay, for instance.
