There is a FOSS Spore-inspired life simulator in the making called Thrive, but it still is in very early development phase with only the Microbe Stage implemented and Multicellular Stage being in rough prototyping phase, which is roughly equivalent to Spore's early Creature stage as well as the Aquatic stage from the beta. Still, the Microbe stage alone is pretty polished and deep, with a complex evolution system as well as a rather good if basic simulation of biochemical processes found in cellular organisms such as metabolism and mitosis.

While Spore was a fun game in some aspects, and I remember it fondly, it's not as good as other Maxis games of the period despite being more expensive, and basically shows why it might not be a great idea to try to stuff 4 games of different genres into one package

Spore was kind of flawed in its core concept, being something that was too ambitious for the time. Maybe somebody could apply principles from the tech used for No Man's Sky to procedurally and/or fractally generate the complexity required.
