1) Because time matters, the enemy could gain a better position and ecological catastrophe will creep further into the future
2) Funds aren't all an org needs, it also needs members, experience in propaganda and agitation, experience in combating the state's subversion, time correcting and adjusting its line and in the case of a less legalistic and more militant strategy an active base area and material support. You can sit back and accrue funds but you can't accrue other assets a party will need.

But I'll cut to the chase with what I'm most interested in right now: considering Mongolia's location between a relatively worse-off Russia and a very sucessful China, what are the potential prospects of Mongolian politics doing a 1917; as in will communists perhaps use the Mongolian People's Party as a surrogate to becoming a more far-left party, or have you seen/heard of communists intending to start a new actual communist party? Also if I'm asking too much just tell too, I don't know if the current Mongolian state is like really restrictive about Communist talk or not.
