Before Kosygin reforms managers had an incentive to fulfill the plan, after reforms they had the same incentives as a capitalist enterprise would. the number of orbits determinates how this image looks like.

Anyway, if everything you're saying is true, then (1) the USSR wouldn't have improved over the capitalist Tsardom, and (2) similar countries with far more oil nationalizations than Venezuela and far more state involvement would be doing worse.

Now I didn't make the thread to argue for the sake of arguing but there must be a way to make state ran non profit enterprises more efficient. Venezuela is a failed state because they have given up on any form of autarky or bypassing sanctions. Thier leaders are cowards who have just given up on any strategy that isn’t “gibs please yanks” Yeah sanctions are rough but they can be bipassed and ties to countries that aren’t America can be established. They can build up domestic industry. But they don’t.
