You know how brazil gave citizenship and farmland to confederate refugees? The ussr shouldve done that with american commies (without land ownership of course).
Im a firm believer that if the ussr created belarussian, ukrainian, caucasian and central asian puppet states, the collapse of the soviet union would not have been so incredibly damaging to the world socialist movement. What's more, i think the ussr should've created an english-speaking oblast (like the jewish autonomous oblast) as a reaction against capitalist domination of anglo politics.
All they'd have to do is get enough americans, brits, aussies etc together and give them housing and free transport to like, kamchatka and tell them "you guys have your own oblast now so we're appointing a few of you to positions of oblast authority so you can help us invite disaffected anglos to live in our country as tourists or even residents on our east coast". In my opinion, they would have had a greater chance at resisting the reactionary surge in eastern europe. Also, if the caucasus, belarus, ukraine and central asia all had communist governments of their own when the ussr dissolved, we probably wouldnt have ended up with armenia-azeri conflict, kazakhstani glow ops, belarus being unstable in the face of EU/NATO pressure, and most importantly there would have been a communist state in ukraine that would have prevented the modern fascist ukrainian political system (to a realistic extent at least). At the very least, english speaking communists who know what is "normal" for an anglo should have been the ones to separate the american spies from the american defectors. These anglo communists should have been hand-selected by stalinists as soon as it became apparent that the USA and anglo countries would pose the greatest threat to the USSR during the cold war because allowing refuge to disaffected western communists would have promoted a communist alternative movement to the reactionary politics of the anglosphere.

I think everyone here is missing the larger context, which is at the time, Zionism was seeing rapid growth in areas of Europe and time wasn't a luxury they had in regards to addressing that in less "severe" methods, especially in the middle of everything they were going through with planning and industrialization. They could have just done the whole Crimea thing, but that would be arguably more complicated to resolve and less advantageous expansion wise. The oblast was always intended as a temporary measure (which became a longer term measure as things kept piling up in ways that made it a lower priority) that would help to quell Zionist aspirations while also acting as a place where religious reeducation could be more easily be brought about (which is exactly what happened as the number or practicing religious Jews dropped), and which also happened to work out as assisting in developing a part of the far eastern border. Non- Jews also moved there as well, so it wasn't like the Oblast could prevent non-Jews from living there, and it was never intended for every Jew in the USSR (which would be absurd), just those that were already considering heading out.
