The classical understanding of what would become "social democracy" was that the organized working class would participate in government under a labor/socialist party, reforming the capitalist system and preparing it for some potential future transition to socialism.

FDR, being a liberal politician for a thoroughly bourgeois political party, does not fit this definition. However he does fit the bastardized modern understanding of "social democracy" where you parachute your favorite bourgeois politician into office to do reforms and such, without any necessary organization or participation by organized labor parties.
