What’s required isn’t that v can exchange for v + s. What’s required is that the v + a (surplus value consumed as revenue) + bv (new variable capital) of Department I can exchange for the c and bc (new constant capital) of Department II.

Rendered in English rather than algebraically, this means that the entire new variable capital of Department I must equal the entire new constant capital of Department II.

Alot of people have this weird idea of what they think the spartacist uprising was, like they think it was a proletarian uprising that was capable of launching a revolution in Germany and then a "world revolution" but was cut down by the SPD. It also doesn't help that people like Lenin perpetuated this perception on the uprising. But honestly Lenin and alot of Marxists have a stunted view of the situation. The spartacist uprising was essentially an uprising propelled by party members and shopkeepers which had no chance of actually successfully achieving a revolution. Outside of Berlin and Kiel there was little to no revolutionary fervour and people like Rosa Luxemburg recognised this, which is why she attempted to persuade the league to not launch the uprising untill she was convinced by people like Liebknecht.

Frankly the spartacist uprising never had a chance in hell of actually succeeding, for a revolution to succeed in Germany at that time they would have needed the support of workers in heavy industry and the spartacist's did not have this support. Funnily enough the Ruhr valley uprising the following year had a better chance of developing into a full blown revolution than the spartacist's since the German red army was mobilised into a capable fighting force by the KAPD and the KPD, but even then the Ruhr workers didn't pose that big of a threat to the government. The various workers parties and communist parties in Germany during the revolutions of 1917-1923 made a multitude of errors and mistakes that led to the continued defeat and demoralisation of the German proletariat and should serve as examples of what to do and what not to do when faced with the prospect of revolution instead of being treated as noble martyrs like many people seem to do. The history of the communist left in Germany 1918-1921 by Gilles Dauve is a pretty good text on the Labour movement in Germany during this period in time. Also doesn't hurt to read what the council communists who arose in the immediate aftermath had to say about it since they were really the first ones to critically analyse it.

Yet you acknowledge that there were workers' uprisings in other parts of the country, such as the Ruhr. In addition, Soviet Republics were declared in various states. In Berlin when the uprising took place, there was a general strike of half a million workers.

I'm not going to speculate on how it could have succeeded, or what would happen if it did. However dismissing the Spartacists outright prevents you from learning from their failures. For example, the Communists failed to mobilize the striking workers into an effective resistance. In many places Communists rejected traditional class organizations like unions

She was actually never convinced, Karl Liebknecht pretty much just launched the insurrection himself without the knowledge of the KPD leadership. When Luxemburg heard about it she said "Is that in our program, Karl?" She was referring to this line:
<The Spartacus League will never take over governmental power except in response to the clear, unambiguous will of the great majority of the proletarian mass of all of Germany, never except by the proletariat’s conscious affirmation of the views, aims and methods of struggle of the Spartacus League
Despite her misgivings she publicly supported the insurrection once it had started. It failed and she paid for this with her life. Meanwhile in Russia the October insurrection was actively sabotaged by dissident members of the central committee and still went without a hitch.
