Evolution itself is just organic matter being a mirror of it's external environment. The eye is so prevalent for example because of light, which then creates its own knowing. Some people say the brain develops in complexity likewise because of consciousness being impressed on matter as an electromagnetic grid of mentality.

"Reason" is a misnomer, since it implies some idealist property of organizing experience by abstraction. Animals can even sense patterns without having the ability to ponder on their meaning or whatever.
Patterns are written into our experience as cycles, rythms and melodies, which is why acoustics have such organic "resonance", and can move creatures in mass formations.
Of course today we recognize that all states pf matter are simply determined by vibration, which inturn orders atomic mass.

There's just the propensity to form habits, but yes (although phrasing it as rational is sus). The belief that Hume was against any kind of pre-existing 'mind' is not in my opinion a good interpretation, but the point is that the habits themselves aren't innate, the only thing that's innate is the propensity to form habits.
