Why isn't there a open source book format?

Adobe and Kindle have a monopoly on their property formats, (mobi, azw3, pdf)

Who made .eupb, it has DRM protection so I assume it isn't open source

It's an open standard, it's not software so it doesn't have source-code
You are not forced to put restrictions on the EPUB files you are making, so it's still pretty good.

I don't know much about the technical side but if you were so unfortunate to have been defrauded into buying a digital book that was cursed, it's usually possible to strip off the curse so you can make the digital book your personal property, just like with any regular paper book. I hear that a software named Calibre can be augmented with plugins to uncurse your books

PDF became an open format in 2008. There is also DJVU that is open since its release in 1998, sufficiently supported and technically superior in every way.

I never had a device where epub scaled different to documents with a fixed layout. Because it's webshit, epub readers need to embed a whole web rendering engine. Most releases I encountered had an overcompressed jpeg as a cover.

Since you say djvu is better i started playing around with the pdf2djvu program, it's in the standard repositories of Linux distros. But there aren't any tutorials on how to use it properly. Can you tell me how to configure it to make small file sizes ? Or suggest a better program that runs on linux ?
I'm getting inconsistent results, converting pdf to djvu can shrink file sizes by about a factor of 6, but some times i get huge files too.

That is to be expected. PDF either embeds a subset of postscript or a type of raster graphic. Postscript is a vector graphic, meaning it contains instructions on how to draw a page.
DJVU is made of several layers of different formats that compress scanned documents very efficiently (see http://djvu.sourceforge.net/ for more detail). It doesn't include vector graphics so pages render faster.
Where DJVU can inflate filesize is very simple vector graphics. Compare that of CSTR 54 in different formats:
