Should this even be a question? The short answer is no, absolutely fucking not - there is no reason to ban any content that other players are enjoying if it is otherwise within the rules, simply because some people find it objectionable. This is exactly the kind of nonsense we fought against back in the "Doom and Quake and GTA are gonna make all the kids school shooters! Mortal Kombat murder simulators!" era ; at least back then the majority of those with such views were right-leaning, out of touch religious "think of the children" types (though there were some progressive left-ish ones).
When I heard about this issue I went out and actually looked at one of these servers' webpages and read up on the RP - it seems to be a very, very comprehensive setup, akin to the kind you'd see on many other "heavy RP" servers. This isn't just a bunch of people going around yelling about how great Hitler is and giving out some real world ideology reading lists - there's a bureaucracy, the equivalent of someone who wants to stamp papers in a Gau or whatever the fuck. There are resistance factions, allied armies, and other factions and characters involved. At least from what I can see from their site, this isn't some sort of Nazi recruitment, its just a historical RP server set in a time that clearly contentious and makes for interesting storytelling.
There are RP servers for GTA Online where entire police depts are simulated, where all sorts of crime stories are old, where people clearly behave in a way that it is objectionable to one or another. People play as crooked cops, or pimps, or gangsters, or prostitutes, or cartel members or whatever else t hat someone could say "why would anyone want to play this! Its PROBLEMATIC". One of the better multiplayer open world survival titles out there is Conan Exiles, which takes place in Howard's Hyborian age which some people may feel is PROBLEMATIC … its all pretty much the same thing. Come on, lets not have another "Oh no, someone's playing on the German side in a WWII-esq shooter! Nazi propaganda!" scare like that ghastly Extra Credits episode that hammered their credibility. Hell, if some GMOD server decided they wanted to have a repressive Soviet / tankie /authcom RP server, or one inspired by Khmer Rouge or Maoist China, or whatnot on GMOD would the admin be wringing his hands over "some people seem to really like these despotic historical figures and movements?"
Time could be better spent having better filtering/flagging systems so that everyone knows that a given server is designed for a kind of content, if they're actually worried about kids "finding their way on" to something they shouldn't. However lets stop pretending that because people enjoy a game with something someone decides is "problematic" it is indicative of their real world views or proclivities. Its sad we still need to have this conversation.
