What's some hobby that I can do a little every day and feel like I am actually getting better at it? I need something in my life that actually feels like going somewhere.

drawing, writing, music, fitness/sports, cooking, gardening, chess, language learning

Fitness. Track your reps and weight on paper. track walking distances and times, running etc

I had PE classes for years, I have the experience to show that it's not something I can actually become better at.

Yeah? Writing is a skill like any other. Getting published is another thing entirely though.

Do walking, it’s one of the best exercises for you cause it doesn’t spike insulin, but rather is a steady burn of energy.
Pro-tip: get into an internet argument while walking, and the hours will slip away

What is it a substitute for?

I've been learning to mend and modify clothes with the plan on eventually just making my own, since it's ultimately cheaper. Learning an instrument is also good, as long as you can find usable gear in your price range.

Weight lifting. Do one exercise per day, it takes only a few minutes to go through a few sets, and each time you try to do one rep more or increase the weight.

Everything else I can think of is more qualitative, inconsistent, and depends on conditions you can't control as much. Also takes more time.
