Saying that it was ineffective because some people broke the law is nonsensical; murder is illegal, it still happens. Theft is illegal, yet it still occurs. The fact that people break the law does not mean the measures weren't successful; the majority of individuals they were consuming something legally will not go through the hassle if the substance because banned, especially if penalties are high enough.
