Welfarism is in dialectic with fascism, not in opposition. Welfarism is industrial life, fascism is industrial death. Welfarism is the growing of the cattle, fascism is the culling.
The prototypical welfarist is the nonprofit sector activist, frustrated with the system but comfortable to stay inside nonetheless.
The welfare state is bureaucratic: focused on classification and means-testing. The welfarist does good by box ticking. Life by compliance. An essentially one-dimensional manner of charity and resistance.

active combatants should still be *mostly* voluntary.
you'd still have to join the drills and training courses as well as do exercise with active duty conscripts and enlisted
that'd be the best course of action as well as to redefine soldiers as part of society rather than a separate power alienated from the public and vice versa
as much as i like numbers go up it helps nobody if a soldier doesn't wanna be operating outside of emergencies and such scenarios where it's more of a self preservation situation
it's more likely to go AWOL / trivialize the hold
