I think the most important task is instilling power into institutions, not people. It should be as depersonalized as possible. Even if for organisational reason it turns out we need the great leader, it shouldnt be a person, but a position shared by multiple people, each keeping the authority only while they are on the clock, the moment 17:00 rings and your shift is over, you are just another citizen.
