When capitalist and socialist countries do the "same" thing it's for vastly different reasons. You might say that a consequentialist outlook dictates that results matter, not intentions, but it's transparently obvious what reactionaries are doing when they say something like "ummmm socialist countries has strong borders, why can't my country?" Because your country is capitalist and must be destroyed.
