But the bigger issue here is the underlying perspective of a hierarchy of privileges on the basis of race: The standard of equality between countries means that if you live in a country with more people, you as an individual have a smaller pollution allowance. This is the standard position of burgerstan liberal thinkers. They don't spell it out like this, but it's obvious enough that they understand it. And you can see that they know this when they stop applying the standard to countries with smaller populations than the USA. You might also wonder whether as a rule of thumb, pollution and wealth go hand in hand, and the answer is: Yes.
