Why do we still have discussions on this? If you want a society where people have any control over their lives, make the average person strong enough to take control over their lives by promoting physical strength, self defence, and personal decision making.
Asking people to select among themselves who will be the one involving in controlling others and stealing from other peoples money is asking for problems regardless if the people have a say in the outcome.

The proletariat is the revolutionary subject to abolish social classes, communists are the advanced sector of the working class that pushes the working classes together with the proletariat to acquire dominance to begin the socialization of the economy by abolishing private property and the anarchy of production.

You must remember that there are revolutionary forces in the intelligentsia, petty bourgeoisie and peasants, but without acting with the leadership and direction with which they have in common with the proletariat because these working classes are confused and isolated because the impoverished peasant does not share the same interest with the prosperous peasant and the petty bourgeois artisan does not share with the petty bourgeois trying to accumulate capital wanting to become a complete capitalist and this is a problem with social classes that become confused due to competition, the intelligentsia if it does not continue to act according to the interests of the proletariat it begins to create idealisms due to the distance from the means of production making several mistakes creating abstractions and superstitions of the bourgeois state.

What I explained also applies to Mao's China, even though the proletariat is a minority, it creates the conditions to guide the other working classes by focusing on its revolutionary elements to establish the dictatorship of the proletariat to collectivize and socialize the economy. The proletariat has the best capacity for solidarity and to act together, unlike the tendencies of the other working classes that can fall apart without direction and be co-opted by the bourgeoisie, aristocrats, reformists and reactionaries for individualism or the search for a "savior hero". Therefore, they must act with what they share with the proletariat or they will be just puppets of the bourgeoisie and later be discarded and ruined in the competition of the capitalist market. The popular councils will be formed to remove the separation of economics and politics and to give the masses the taste for ever more radicalization, destroying all illusions of the bourgeois state, but do not worry because all the working classes have chosen their delegates who will inform and coordinate together for the planning of the economy united in association abolishing competition, the owners of private property will eventually become workers like the others and will have their antisocial bourgeois individualist tendencies corrected in re-education depending on how much they cooperate or surrender to proletarian democracy. The proletariat is following its irreconcilable class interests with the capitalist class, no other reason is needed because the entire population will be participating in the popular councils by abolishing the social classes of the exploiters.

Something between the Soviet Union and Switzerland. There'd be an executive council of seven or so people responsible for managing state-run enterprises (things that are corporations under capitalism), checked by a participatory legislature chosen by sortition. In order for a law to pass, it needs to gain the approval of both a majority of the legislature, and all members of the executive. There'd also be an independent judiciary in there somewhere to make sure that procedure is followed and laws are obeyed.

If that sounds vague, don't worry, it is. I don't have an exact system worked out, and it's because the important part is less the system itself, and more the end I hope to achieve with it, which is to rectify the problems with the Soviet Union. The Soviet Union got a lot right, but it was designed in a topheavy, bureaucratic way that allowed it to eventually collapse in on itself when its leadership betrayed it. My hope is to introduce systems where something like

simply couldn't happen because there's too many organizational chokepoints for it to be realistically possible.

There will be no elections. People will candidate for party membership and will have to climb the ranks by devoting spare time to the party and producing achievements.

This is basically the Chinese model, except I would strictly separate the judiciary from the legislative branch, with a supreme court overseeing the respect of the constitution, as to avoid arbitrary power grab and corruption.

Your local workers' council nominates you for elections, if they find you worthy. Your face gets posted on the people's election website next to your workplace achievements, public statements and commendations/criticisms by other workers. The locality goes on to vote on a proportional list while consulting every candidate's rep sheets, if you are #1 you move on to the next (borough>town>city>oblast>SSR) level, if you're #2 you drop out but become the local borough foreman or something like that. The top votes keep going upwards until they form a national Supreme Council that produces key laws and elects from their number a sitting presidium that overviews the economic plan for the rest of the year.
