Once a nuclear missile is made it needs to be constantly serviced in order to remain operational. They also can't just be launched as a whim.
ICBMs are essentially small orbital rockets and their launch preparation are similar. There's a significant crew present in these missile silos which also need a bunch of support staff to do what they're doing, just like for nuclear armed subs and bombers.
So in any (nuclear) conflict the proletariat has the last say on whenever it actually happens.
Just goes to show how deviating nationalist propaganda really is, cuz that's the only reason wars still happen and not have the workers just say no we won't.
