Who tf says that? Fascists won the Spanish Civil War, USSR collapsed, military juntas squashed socialism in Latin America, German Revolution failed. Just a few examples off the top of my head.

Well no Marx didn't say that he just said that each time there was a major shift that brought on new problems, and new solutions.
