because neoliberal market YIMBYs want it to be market based not state run. They don't want china style proactive housing construction, they want to deregulate developers and let them build anything they want in hopes the market will produce enough housing at an affordable price point.

Hypocrisy a lot of the time, but also there are legit ghost cities because the PRC doesn't plan housing, they let private companies do it, so when there is a economic bust like a few years ago and they run out of money before finishing projects = ghost cities.
