People need to realize that Japan was crashing out by the 40s and their divided war machine between the army and navy was tearing the empire apart. Japan's pearl harbor attack was a hail mary intended to somehow force the Americans into negotiations. If Japan never went to war with America its likely that the USSR never would have invaded Manchuria in the first place. They had a non-aggression Pact with Japan and only went to war with them to fulfill the promises they made to the Western Allies. Even if they did, Japan wouldn't have surrendered just because they were driven out of Northeast Asia. With the IJN intact the Soviets wouldn't he able to do anything to them once they won on land so they would probably just negotiate a peace.
