In order to get them to actively resist they'll need to be in cohesive, directed groups they implicitly trust. To get the implicit trust and cohesion the groups will need to offer them something first, then get things from them.
The issue is the activist groups have routinely failed to rouse people from "here's a nice thing for you" to elevating acts of solidarity. In earlier times this was implicitly solved by entering into labor unions who already had the self-interest element, but that's gone out the window, and what looked like the beginning of a union resurgence over the Biden years just went fucking nowhere.

but the real problem with the Nazis as far as their Party structure goes is that the Führer doctrine was fucking retarded, and it was why they lost the war. if Hitler wasn't an egotistical tweaker faggot he would have just let his generals do their thing and they would have easily taken out most of Britain's fighting forces at Dunkirk along with France and probably won the war, but Hitler threw a hissy fit about the Wehrmacht acting without being under his direct orders and made them stop marching, which is what gave the British time to regroup and escape. the whole idea of having one guy in charge of everything is unsurprisingly really fucking stupid.
the US on the other hand was already a decaying empire before Trump's first term, and has long since passed through its period of having anything going for it to make up for being run by reactionary opportunists. if you want to see the era where the US was a terrifyingly competent fascist state, you're looking for basically everything from 1945-2008. we're not only solidly in the period of decline but also don't have people in charge who have any plan and are high off their own Reaganite propaganda supply, with the only difference being that the Trump admin is the result of the empire reaping what it has sown.
