I don't remember the nittily-grittily detailies but the "jury" is a group of people mandated in a proportional fashion by the Norwegian parliament and whose politics will ergo mirror those dominant in said parliament. I think the correct way to view the Nobel Peace Prize is that it's a diplomatic superweapon in the hands of the Norwegian (liberal capitalist) government. And that's all it is to it.
And yes, it's usage is very far from that proscribed in the will of Alfred Nobel.
