The answer is simply that it wasn‘t motivated by ethnic essentialism. The Tutsi found themselves privileged by an oppressive system implemented by European colonizers and when those colonizers left they chose to sit on their hands and keep it this way. That is what motivated the Hutu to attack the Tutsi, though that‘s not to say the resentment didn‘t overblow into mindless slaughter.
