That being said you can literally buy CRISPR gene editing kits online nowadays so you could theoretically buy that along with your basic lab shit like agar plates and microscopes and really cook some shit up. You could also culture Vibrio chloerae(fairly common in polluted water especially biofilms on plastic pollution)and infect with Vibrio Virus CTXphi to make it pathogenic. Fecal-Oral route might also be better since you just sneak that into someones food and not have to worry abt an airborne pathogen infecting bystanders. Largest Bioterror attack in US history was when a hippie cult call Rajneeshpuram laced a bunch of salad bars with Salmonella to try and depress voter turn out. Maybe infilitrating a high end catering company with a cadre or two to taint either individual plates or the whole catering for the event with somesort of Cholera strain is feasible with the resources avaible to a bunch of randos.

Biological warfare is an extremely dangerous game to play because pathogens don't discriminate between classes and the rich can afford to shelter from the pandemic. Most people that died from COVID were poor people that couldn't shelter.
