the leading theory (lol) in the woo woo/ufo/paranormal circles is that all beings are capable of what you'd call "telepathy" (mind/spiritual powers, e.g. sending and receiving messages to other beings, remote viewing, etc) but most people don't notice their feats because they are accidental or have grown used to it as opposed to people who study and practice it
so while everyone has the potential to do it not everyone is as skilled or "tuned" to the "frequency" or whatever you want to call it
