I can only assume you haven't played ck3 recently with the DLCs. but even from the beginning, as bare bones as it was the game clearly focused on interpersonal relations, with only marginal improvements to the map painting aspect

the ck franchise has been moving from map painting towards erotic role play with every new release just like how victoria (and to a minor degree hoi) have been slipping from map painting to epic reddit political compass memes. maybe the ultra-woke were right and these games have always been psycho-sexual power fantasies, and now paradox has a better understanding of what they are actually selling

everything you said is so wrong. first off the whole point of ck games is interpersonal relationships, you're playing as characters, not nations, CK2 was filled with hundreds of events relating to your characters personal life and family, even having societies you could join for mostly rp purposes. so yes CK3 focuses on this aspect but thats expected for the franchise.
as for the map painting, CK3 is literally an easier game for that than CK2, you can easily form alliances, get claims and go to war, one of the main complaints the userbase has is that the game is too easy and you can form an empire in one lifetime.
