As for OP's question the list is ranked based on propensity of diabetes, frequency of comorbidities, and general age expectancy. White people are the last because whites have the highest age expectancy. Ofc the retort is then 'what about poor white ppl?" Which ofc brings to our point that this should be prioritized based on class and not race
