It's a complicated issue.
Taxes are essentially a capitalist compromise. You maintain capitalist ownership over the economy but they pay a fee to the government in order to maintain society. But that's the IDEAL scenario. What we have in America for example is more and more of the "tax burden" being placed on workers while capitalists are let off the hook, and tax revenue is being spent less and less on the "public good" and more on corrupt enterprises. We are getting to the point with this new bill (that funds a new gestapo) that it's become unquestionably more moral to withhold tax revenue from the federal government. Which is something I hope state governments pursue.

as a movement? under capitalism it falls within class struggle: at the end of the day someone has to pay them, it will come either from the wage of the workers or from the profits of capitalists - the ratio is mostly indifferent to any particular regulation and is actually decided in wage negotiations

for example, if there is a tax on sales, if capitalists raise prices then the consumers are paying the tax. but if the workers manage to negotiate better wages in response, then the burden of the tax moves back to the capitalist

at a personal level if you are rational person you want to avoid taxes no matter what any political movement says, socialism is about the emancipation of the workers as a class rather than moral imperatives for your personal life
