In theory, this is a fundamental channel for accountability and justice. But as the implementation diverges significantly from the theory.

In practice, some of these corrupt officials are hiring thugs and police to block petitioners or hunt down petitioners during their travels to the capital cities. They would wait at train stations or outside the petition offices, and kidnap petitioners. There are many videos and images of masked men dragging elderly people into vans and beating up petitioners. Once again, this reflects that the "Rule of Law" which Xi JInping and Communist keeps preaching about is fake. The Constitution is just a suggestion. Corrupt officials basically do whatever they want
