China is a middle-income country that is still less wealthy than Poland, but remember that Poland had a big head start. In 1980, Poland's real GDP per capita was 4,824$, while China's was around 326$. Since then Poland's real GDP per capita (PPP) has increased by 8 times, while China's has increased by 40 times.
China is "poor" for the same reason any country is poor. All countries start out poor by default, and have to build out productive forces to become rich. Poland started this process earlier than China, and is therefore richer, but China is catching up.
