Guan County and Shen County in Liaocheng City, Shandong Province, both carried out a "100-Day Childless Campaign": From May 1 to August 10, 1991, all pregnant women, regardless of their first or last month, were taken to hospitals for forced abortions. Because that year was the Year of the Sheep, the campaign became known as "killing the lambs." The streets were covered with banners reading, "It is Better to have no offspring than fail the party"
1991年4月26日，曾昭起召開冠縣縣委擴大會議，要求自5月1日到8月10日，確保全縣無一個孩子出生。因為冠縣計劃生育全省倒數第一，縣委被黃牌警告，曾昭起決心一年內由倒數第一變正數第一，因此推出了這個「百日無孩」運動。冠縣的大街小巷掛滿了標語條幅：「寧肯斷子絕孫，也要讓黨放心」，「上吊給根繩，喝葯給一瓶」，「寧肯流出來，不許生出來」，「執行政策要堅決，決不允許孩子多」。莘縣黨委書記白志剛不甘本縣落後，也立即推出相同政策。
這三個月中，但凡是懷孕的婦女，不管她是計劃內、計劃外、第一胎、第幾胎、懷了幾個月，哪怕是久病不孕而懷孕的婦女，都會被抓起來強制流產。冠縣冠宜春路上搭滿了窩棚，住的全部是被抓起來流產、引產的人。本縣醫院實在做不完這些手術，被送到周邊縣市醫院。很多足月大的孩子引產下來還是活的，就活活被掐死或按入水中溺亡
On April 26, 1991, Zeng Zhaoqi convened an expanded meeting of the Guan County Party Committee, demanding that from May 1 to August 10, no children be born in the county. Because Guan County's family planning policy ranked last in the province, the county committee had been given a yellow card warning. Determined to move from last place to first place within a year, Zeng Zhaoqi launched the "100-Day Child-Free Campaign." Banners filled the streets of Guan County, displaying slogans such as: "Rather cut off my descendants than reassure the Party," "Hang yourself with a rope, drink a bottle of medicine," "Rather let it flow than give birth," and "We must resolutely implement policies and never allow too many children." Bai Zhigang, Party Secretary of Xin County, unwilling to be left behind, immediately implemented a similar policy.
During these three months, any pregnant woman, regardless of whether it was planned or unplanned, her first or second , or how many months pregnant she had been, would be arrested and forced to have an abortion. The roads between Guanxian and Guanyichun were filled with shacks filled with people who had been arrested for abortions or induced labor. The county hospital was unable to perform all the surgeries, so the women were sent to hospitals in surrounding counties and cities. Many full-term infants were still alive after being induced, but were strangled to death or thrown into the water and drowned
