A variety of reasons. Many are too scared to do even that and frankly after hearing some stories on Siberia it doesn't seem unreasonable plus it's still technically illegal in many places so you never know when you'll be pulled into a sting. Plus many will still consider you an incel if you have sex with a prostitute. They'd get it in the so called natural way through fun parties and adventure and so on rather than paying. Also I think many indeed may not actually enjoy sex in reality but in fantasy so real life women that they could personally get involved with will never measure up.
