Bluesky has some good stuff too but it's stuffy over there and might not be a good place for nsfw stuff soon.

As far as I can tell it's not technically banned, but they removed most of the porn threads and have removed content simply for being "nsfw" despite that not being against the rules, so I think it's de facto banned until the mods demonstrate otherwise.

Also just because an instance is mostly furries doesn't mean they're only furries, so even if you're not really into furry stuff it'll still likely federate with the stuff you are into since having furries around is rent lowing gunshots in itself.
I'm currently using https://denden.world for quite a while now, small but has a neat theme, very seldom do I look up an instance to find it's not federated. Has an oekaki feature, which might be a mastodon glitch edition thing idk.

I'm sorry, but reading through some of the instances having cliche furry-speak in their descriptions and rules makes me nauseous. I like furry porn, but some of these still have stricter rules than a porn site, for a site that's not strictly for porn I can understand, but for an instances with a couple hundred users or less, it just feels more like a discord server to me.

I know a few artists I like are on the fediverse, specifically misskey, which I don't think you can join unless you have a japanese ip. How does that work if you retweet (or whatever it's called on mastodon) something from an instance that is against the rules on your instance? Or is that even possible?

Depends on the instance. I think boosts are just a type of post, so I think most admins would treat it somewhere between linking to it and posting it yourself rules-wise. Generally you want an instance where what you want to boost is allowed.
I like denden because it has a "doesn't ban by association" clause, so like no one will get on your ass because you're buddies of someone with a kink they think is amoral or whatnot the way people on twitter or bluesky would.

I didn't sift through the rules of all the instances there, but I have a feeling quite a few of those instances would probably treat it as rule breaking if I did bump say, a lewd artwork of a character like Konata, for example, even though she is legal. As I've seen people act similarly on this very site even.
