It's more like, they have an abundance of jobs (at least they did when I lived there) and everyone who wants a job can get one. But you pretty much have to work in order to get permanent residency. That's why Lux was reluctant to take in Syrian refugees 10 years ago yet they hand out jobs to every single Turk, Moroccan, Nigerian, and Brazilian who shows up. Hell, the people doing the lowest paying jobs in that country are fucking Romanians and Serbs.
