I swear, only attack on titan ever fixed that issue with anime characters standing still and talking in the middle of a fight destroying any pacing the scene had just by having characters walk towards each other in anticipation for the next engagements. It’s so simple, it’s not expensive either. Just a fucking walk cycle is enough to keep the action from awkwardly falling.

They do held poses specifically to help them allocate more budget to the parts that need it. If they always walk towards each other at minimum, then it cuts down on how much budget the actual fighting part will get.

That’s more of an artistic decision that’s unique to jojo that makes sense given the way the show portrays itself. You couldn’t do that with other shows unless you’re Pokémon, power rangers, or digimon. With basic walk and run cycles, you could get away with reusing key frames for different characters and just use the excuse of “the characters got hit so hard that they’re too far away from their opponent to land a hit” to justify all that movement.

It is a time and budget thing. Anime tends to make all kinds of shortcuts to reduce animation while not making it too obvious and focusing the good stuff for special moments.

I’d say it’s more time than budget given that most of the money goes into special effect and overly detailed scenes like for eyes and fx. A basic walk cycle is reusable for different characters and doesn’t involve a lot of work.

Maybe they need a different walk cycle for every single perspective. Its why when they start to use up the budget for a fight scene you get to see cool perspectives with distortion. It's very pronounced in naruto.
