Roy Phillips from Fallout 3 that is, killing everyone in Tenpenny Tower.

This quest felt like it was written by somebody who was butthurt that apartheid ended.

Ya he's right but you can just convince the humans to let the ghouls in

I mean ghouls are humans too lol. The ghouls ended up killing the inhabitants of Tenpenny Tower when you let them in. Was Roy Phillips in the right?

Finding out the ghouls slaughtered everyone after you finish quest peacefully is my favorite moment of Fallout 3. The one time the game has balls to pull the rug from under the player.
