I think it's more likely that HL3 will be considered underwhelming either because it doesn't stray enough from the formula established more than 20 years ago and feels very linear compared to what people now expect, or it does and disappoints fans who will accuse nu-Valve of chasing fads and making yet another open-world, Ubisoft-tower, quasi-RPG, collectable-hunting, fast-travel, time-wasting bundle of content for gamers waiting between CoD releases.

Honestly, that sounds like an excuse to never make Half Life 3 as nobody owns VR and theres even less people owning omnidirectional VR treadmills, so they are waiting on some real progress in technology + mass adoption which can only be full dive VR like Matrix or SAO, but thats only gonna come out by the end of the 22nd century.
