This new Cuban embargo is just a populist policy. There is no strategic value whatsoever in the post cold-war era, Trump is trying to topple the government to appeal to boomers and the 2.5 million Cuban diaspora in the US. The island is iconic as fuck, it almost was the cause of WW3, and it is the greatest example of a communist country in the Americas.
Now take Nicaragua, the most important thing it has been involved with was some political scandal that led to nothing, their diaspora population is rather small and politically irrelevant, and you don't even know what the fuck happens in Nicaragua. If you ask the average american about Nicaragua, they would just bunch it up with other "mexican countries" and would start rambling about illegal immigration and drug trafficking, even if they know fuck all about the place.
