They apologized for residential schools, but part of the issue is that the doctrine of papal infallibility extends to the actions of previous popes. Under canon law renouncing previous papal bulls and such is actually somewhat difficult because of this doctrine. Idk how the separation of powers and such works within the Church or whether such a renunciation could be nullified as a violation of doctrine or something. However they sort of have to twist themselves into knots to denounce previous policies without undermining a core tenet of Catholicism.
