If you are spooked by this, that's understandable, especially when it comes to small committee sizes. But it's easy to make it less chaotic: Instead of using a lottery over all members, you can split the population into distinct lotteries, so there are representation guarantees (for example, splitting into regions so that each of these regions is guaranteed some representation).

But the point I'm trying to make is that you have something more concrete, actual genocide, being conflated with something much more vague, the genocide of a "culture," which seems to exist only in the arbitrariness of what degree of force or change actually makes it so, and usually the arbitrary nature of who its applied against. Like the dissolution of the culture on the Isle of Man is "natural" because its the vague forces of capitalism at work on it, but China combating Islamic extremism among its uighur population is "cultural genocide" because they're using reeducation and jobs programs instead of a militarized police force and precision bombs.
I think ultimate problem with the concept of cultural genocide is that under these terms the communist project is inherently one of "cultural genocide." The point is to radically alter the material foundations of society such that current cultural conditions become impossible. At the very least removing the bourgeoisie from power is going to mean the destruction of their culture, and considering the dominance they have over US and western culture in general that necessarily means a total reshaping of their cultures along proletarian lines and values. Whether or not this would constitute a "natural change" I think it's a purely academic one because natural or not its going to require the use of force to abolish the older culture and enforce the new one.
So to me, cultural genocide is just a nonsense term meant to be used against Western enemies. It's just "cultural changes that we don't like." I'm unmoved by it.

Like that's the thing about shit like Watergate and other Government scandals, the goal is to try to retain some nebulous sense of "legitimacy" and faith in institutions.
