The USA has funded, trained, and mantains death squads, paramilitary forces, and criminal militaries in Latin America. One of the most awful cases is Guatemala, which became a counteinsuryency (a.k.a terrorist) state due to US influence. It is basically open warfare against the civilian population, mainly the indigenous who make up more than 50% of the total population. It has some similarities with Palestine, in fact. The main difference being the perpetrator is not a foreign force but their own government. These forces are trained at WHINSEC in the US and local forces around Latin America. For example, Brazilian forces train Panamian force, and these forces train Costa Rican ones.
Is it possible to beat a terrorist state that is supported by the US? To at least stop the government from its murder spree?
Also this is more of a curiosity question, but what kind of training turn men into killers and torturers? Especially of children?

Generally, you have to rely on a very heterogeneous hierarchy of troops for different purposes and tasks. The most competent and well-paid troops are at the top and the most brain-damaged and numb/suggestible troops are at the very bottom. Anyhow PTSD is brain-damage and military training gives you PTSD. Shocking and bizarre forms of hazing and ritual that desensitize you to violence are a thing but partly they're a form of emotional blackmail and partly they're intended to create highly specialized/suggestible grunts with dissociative disorders. Also shattering the family structure and recruiting orphans is good.

Many of these forces get drunk while doing the killing too. I suppose they cant do it sober.
