Yes, and furthermore they often turn into petite bourgeoisie who only hire their own people. Marx was extremely clear about this: the working class must tell these people not to come, if they do end up coming they must join the worker's union, and if they refuse they face violence and destruction of property at the hands of displaced workers. Will that work for the US? Not really, but Mexico is basically succeeding at doing exactly this, not just with Americans, but also Central Americans.
