Actually we should redistribute the treats. Due to imperial spoils, the principal contradiction in the imperial core is not the contradiction between workers and capitalists. The principal contradiction is between the chronically underemployed and the "debtor class" (often referred to as the labor aristocracy). The imperial core is the treasure hoard of capital backing cheap credit with the looted wealth of nations. But it is this exact hoarding of wealth which violates Say's law. Consequently, the supply of labor-power far exceeds demand leading to chronic underemployment. The very same hoard which creates the debtor class creates the class of the chronically underemployed opposed to it. Consequently, the chronically underemployed should rise up, redistribute the looted wealth of empire and end the cheap credit which sustains the whole scam.
"Treats" trickle up, but yeah there's value to concessionary policies when party building.
