Focus on closing numerous bases, starting with the countries that want US presence the least. Allocate whatever funds saved on public infrastructure and rebuilding industry.
>Universal Healthcare and tighter control of the pharmaceutical industry
Pretty straightforward in the first part. Meanwhile the State should have the right and duty to produce lifesaving medication that’s subject to heavy price gouging by private companies, like Insulin in much of the U.S.
>Rural Development
There are plenty of towns in the United States that are lagging behind the rest of the country in everything from access to food, healthcare, and education to even the Internet in some cases. Draft a five year plan to bring these parts of the country up to a codified standard of development.
>A National Housing Program
Right now thinking heavily tax ownership of multiple homes, build large tenements in major cities, overseen by the state but managed by the residents, and maybe that rural development program can relieve the pressure of major urban centers by encouraging migration to the interior.
>Tax Reform
It should be impossible for any one man to be worth over $1 billion. That’s just an obscene amount of money. As such we should raise taxes on billionaires until they cease to exist as a class. Close loopholes like borrowing against stocks. Force them to pay.

- End birthright citizenship, extend citizenship to all permanent residents who don't have/renounce any foreign citizenship and anyone born here. Abolish immigration courts, treat illegal immigration as a crime to give due process and a speedy trial, no detention centers just put them back where they came from.
2. housing
- build housing that's put into a local trust governed by a union of all renters in the municipality so it can't be shat on by the next administration and legislate a single digit profit cap on rents, plus a vacant unit tax
3. taxes
- outlaw income and property tax, replace with capital tax (that could overlap some previous property taxation)

- supplement traditional policing with non-armed non-police first response units trained for specific scenarios such as domestic violence, disputes, homelessness, and drug offenses. (tbh this is so impossible to fix because drugs are a root cause of many of the issues, and the feds and cops push drugs and guns, and prosecutors work with the cops so a huge overhaul would be needed as well as local communist armed action defending against organized crime/feds. Aka not possible in a top-down reformist framework). A jobs program that creates jobs (could be government small business loans with a certain high OCC, or employing the currently jobless in things that the city needs doing) and gives training (could make successful recipients pay back low interest loans on the training)
6. healthcare
- ban for-profit insurance, advance a single federal no-profit and salary capped insurance fund that more or less just pays our what people pay in, to whoever needs it when they need it. From each, to each. No rate difference for preexisting conditions because that negates the whole purpose. Contribution calculated based on income and wealth.

- some kind of commercial rent cap (it's populist but also stops a workaround to profit caps)
This isn't really the popular answers to the issues, but the issues are the popular issues and these are the real answers.
