For example look at how often police kill or brutalize a mentally ill person because they're not trained to properly de-escalate or handle mentally ill people. When all you have is a hammer every problem looks like a nail. The cops, especially in America, are armed with military surplus, trained by the IDF, and are basically trained to act like their own communities are foreign countries that they're occupying.

Oligarchs would massively invest into private security and private military units meanwhile middle and lower class plebs in metropolitan sprawls gets driven into the arms of organized crime for "protection". Private insurance companies certainly can't wait to offer protection contracts for PMC.
