China is a democracy, they have a robust system of consultation and public input that forms the basis of CPC policy at local, provincial, and national levels. Party officials regularly consult with local populations to recieve feedback on existing policy, recieve petitions, hear grievances, etc. The result is that the vast majority of Chinese citizens feel they live in an authentic democracy.
