At least in Europe. That is specially common among newly arrived.
As an example, I have noticed resentment from newly arrived, quite likely illegal, people from Central Asia and Latin America towards people of African descent that have been established here for generations and have housing and jobs way more decent than them. Also in a few cases towards black Americans who end up being treated as more desirable by the locals.

Marginalized individuals can imagine rising into exception under hierarchical systems. Elites cannot imagine descending into universality under Marxism.
TLDR: Exceptionalism is structurally necessary for philosophies that accept inequality. Marxism is structurally incompatible with exceptionalism. This makes one attractive to self-exempting individuals and the other hostile to them.
