Who was neeting during the Russian Revolution and in the Soviet Union? During the war years I imagine they'd just let you die but even wagies were dying during those years. When there's was peace I think they just incarcerated you for a bit and then made you clean streets once you were free.

Different levels of direness necessitate different enforcement mechanisms. Only an idealist could think that the course of action in 1910s russia would mirror the course of action in the 21st century just because of the shared label of communism. In fact this is the one ideology with the explicit goal of eventually abolishing this need in its higher stages.
